Understanding the Crisis

VALERI (VA Loan Electronic Reporting Interface) was the VA's oversight system for loan servicers. An NPR investigation published April 2, 2026 revealed that VALERI failed to enforce compliance, allowing servicers to offer loan modifications that violated federal law.

The core violation: 38 C.F.R. 36.4315 caps the interest rate on a modified VA loan at no more than 1.00% (100 basis points) above the original note rate per VA M26-4 Chapter 5. Servicers routinely exceeded this cap, trapping veterans in unaffordable modifications.
